The “Charter” states: “Everyone has the following fundamental freedoms: (a) freedom of conscience and religion; ...”.
The first definition for “religion”, in my 1977 World Book Dictionary, merely states “belief in God or gods” without referring to any action based on any “belief in God or gods”.
True enough, however, I doubt that definition would be accepted by everyone--I certainly think any meaningful protection of religion must also protect practice. On the other side of the eqaution, there is section 1--sweet, sweet section 1--which allows the government to curtail whatever they want, as long as they can justify it.
